The newer ones are electronically controlled vs mechanically controlled. Therefore the newer trucks are inherently cleaner without a cat than the mechanical ones were with a cat.
 
All 96s had cats, with the number you quoted. You can cut the ends and weld on bigger ends, but they came with 3" in and 4" out. I still have one that is brand new, never installed on a truck. Early 94s before 1-1-94 used a 4" stainless ipe that necked down to 3" on the inlet end, instead of a cat. The cat wasn't required to meet EPA emissions regs until 1-1-94.
 
CA has it own laws on what a truck has to have on it to be sold in CA. If you are out of the state of CA your truck does not have the same emission on it. My 03 could not be sold in CA.
