Yes. in a collision it is surprising how fluid everything becomes, including the dash, and your legs. It's called a knee bolster, and provides an impact space,and cushion to direct and protect your knees/legs from colliding with a solid object. The shape it has is not a coincidence.

I understand the dynamincs of it, and I'm comfortable with my setup. Heck I ran 140mph in a winged sprint car with my knees just a few inches from the motor plate for most of 10 years.
 
As far as wiring...

There is a plug under the seat that can be removed for the coax. I used a round file to make a notch in the plug, then reinstalled it around the cable and siliconed it in place... have not had a problem. Makes for a clean instal since the carpet under the seat is already cut for the seatbelt warning light/chime wiring.

I ran the power leads straight to the battery through the big wiring grommet in the firewall... I had it hooked into the 12-volt power supply circuit, but DCX blamed my radio for frying the gauge cluster (which is complete bull, but how do you defend against that?). So make sure you don't tie into the factory wiring to avoid warranty issues.

I run a Connex 4600, push well over 200 watts. The only things that happen in my installation is the seatbelt warning light will illuminate while transmitting, however that happened on my 99 as well and it has not cause a problem to date. I know of at least one guy that was claiming to be running a sweet 16 in his 3rd gen ram without a problem (FWIW).

My General Lee and Palomar do about 425 with no issues. I have them both wired direct to the driver side battery on separate leads.



It messed with my Quad for awhile, until I added chokes to all of the Quad harness.



On edit ... ... ... . I have lit up the marker lights on a 5er parked beside me in a truck stop :-laf
 
As far as wiring...

When I installed mine I considered the plugs, but decided against using them as a pass through because I figured any sealant I used on the bottom of the truck could degrade. I don't check the entire underside of the truck that often, so better safe than sorry. I have the auto transmission, so I decided to use the plate in the firewall where the clutch pedal assembly would normally attach. It was easy to drill, easy to seal and is on a vertical rather than a horizontal plane so it drains better if it gets wet. I then routed the coax under the dash and between the plastic and carpet under the cup holder. Haven't had any problems or complaints.
 
I avoid running my coax through the firewall because of potential noise interference issues... that's the main reason I used the floor plug.
