2nd Gen Non-Engine/Transmission Charging problems

I'm having problems with my trucks charging system. At idle/low rpms I get about 12. 4 volts and 13+ at higher rpms (highway speed). When I go to accelerate from a stop I get a buzzing/surging noise from the radio.

Has anybody had a similar problem and how did you fix it? Any advice would be greatly appreciated.
