Now that my '03 is paid off, I want to keep as long as possible.

I know that if everything goes like it should, the truck will fall apart before the engine gets tired, so I'm looking on advice on chassis cleaning... bead-blast, wire brush etc. , and any good rust converting products... such as Eastwood's rust encapsulator, rust bullet type products etc.

Personally, I periodically (once or twice a year) overspray the surface rust spots with Rustoleum. I do no prep for this, I just open the can and spray.

As a result, my frame and chassis are "decent". Not great, but decent. For very little time investment.

I don't think you really want to get into blasting or wire brushing the chassis unless you're going to take the body off. I mean, if you can't blast off all the rust, then there's no point.

I think a better way would be to clean the underside carefully, then perhaps rub the rustier areas with some very course steel wool. Then paint with something hard, like POR-15. Then maintain it with a rust preventative coating like LPS No. 3.

You want to balance time spent with payoff.

I came across this on the internet. I haven't used personally but am thinking about trying it. For great rust removal Safest Rust Remover . Click on this link and look at the the 1976 Lincoln Mark IV rear suspension. The recirculation method looks pretty interesting. Looks like good stuff. It supposed to be non-toxic.

go to the hardware store and get some phosphoric acid . use a pump sprayer to go over everything that is rusty under there , then paint if you want or leave the black finish or grey black if rust is thick. every couple of year keeps the black under your truck. :D
