"Check engine" light

'98 1/2, 24V,"Check engine" l1ght came on. Part of Calif. On Board Diagnostic (OBD) system that monitors engine, transmission and emission controls. Shop said it was throttle position sensor voltage low (Code P0122). Voltage tested O. K. Another code showed (P0183) referring to the existence of the voltace code. P0183 could not be cleared.
The shop disconnected the negative battery leads, then reconnected them to clear the "Check Engine" light. Next start-up the light came back on again. $100. 00 for nothing.
Anyone have similar problems? Any "fixes"?
