I finally got a fuel pressure gage setup (not a permanent gage). My lift pump has 118,500 miles on it. Idle pressure is 7 and full throttle is 3-4 (pre filter). I guess it's time for a new one.

Better psi

Sounds about right, new pump. Had mine checked 2 weeks ago 6 psi at idle and 5-7 at high idle. 135k, new lift pump. Mine's a 98. 5 also. Cummins S-P took care of me here.

I have a post filter pre-injection pump fuel gauge install. New banjo bolts and so on. I have a new lift pump as mine falled at 11,000. I was absolutely stock at the time. I used to get 7 psi at idle and at 70 mph I got 3 psi. I had 0 psi after the engine warmed or if i went over 70. New pump characteristics are 15+ at idle, 13 psi pulling load at 65 and quiet frankly haven't seen less than 12. 5 no matter what I do with the throttle. I have stage 3 injectors and I expected much less psi from the lift pump. I assume my origianl pump was bad from day one. Really hot weather 110+ temps outside made the engine idle lope about 300 RPM. Not any more!
