Trailer tow harness

I need a little help in locating the harness according to the Dodge book says 12 gage wire and color is tan and red. Location says left side of instrument panel, is this something that I need to remove instrument cluster, or just tuck up above the emergency brake hosuing.

Thanks for your help.
