So I was driving with the windows down tonight and heard the same sound I heard back in January and grabbed it on video.

Can't say that I hear it all the time either, maybe when it's warmer out? Maybe that could be because I have my windows down ? Haha

Maybe ball joint? Wheel bearing? Have also read it could be emergency brake line clanging against the frame?

Listen and see what you think it could be. Posted on another forum to see if I can get any ideas of where to look for the noise. Can't pinpoint it for sure.

Sounds very "tinny". Definitely not a ball joint or wheel bearing. I'd check for loose heat shields or something similar.
 
Yeah, I agree with not a joint or bearing sound. Beyond that, get underneath with a rubber mallet or dead blow and start banging on frame and axles, then softer hits on shocks, exhaust, etc.
Also, look along the E brake cable for evidence of wear (shiny) and see if it's loose from the guides.
 
Do you have any aftermarket center caps? Or perhaps loose? I just bought an aftermarket hub cap for my 4th gen wheels and it makes a sound very similar to this. The ring that snaps onto the lug nuts is just slightly loose to the cap and makes an irritating rattle that can be heard at low speed with the window down.
 
If you have a fifth wheel or bumper hitch in place check for slack or the top plat on the fifth wheel hitch clanging. bg
