I've seen some of those around here, I think they get by the red requirement by some type of bulb that makes them red when brakes are applied, there also must be a certain sized area of reflective red on the rear of the vehicle. bg
The DOT mandates the color and intensity of automotive lighting. Must be red and visible from a certain distance, etc. I suppose if you can find a red bulb the lenses could be clear.
I run clear lens with colored LED's on my flatbed, have conspicuity tape for the reflective part. You can buy off the shelf 4" round and 6" oval clear lens LED's for big trucks, etc. , so I am assuming they must be legal, since those must pass DOT.
Along with DOT rules you also have State Laws. I dont have the NY book in front of me but on a pick up truck if you simply swapped out the lights/lenses it would not be legal. You could probably add reflectors to make it legal but doing a simple "exchange" would be illegal. NY also gives you a grace period to fix any equipment violations so you could put the old ones back in, have the vehicle inspected and the ticket would be dismissed.
