My '98 with 402k miles measure about 13-3/4" and I have no idea what the new spec. is. The springs you are seeing at 16" must be considered a leveling spring.
 
Rockauto is good for part numbers, but not for actual spring specs based on my own experience.



If you can consider or compare to Moog springs here is a link to a complete Moog coilspring specification chart. I have no idea if Moog makes springs for our trucks, but they do make a bunch:

Go to Rockauto and see if they list a Moog spring. Use that part number to find the spring rate, height, etc on the chart. Then you can see what other springs will fit (correct ends and diameter) and which will give more or less height, firmer or softer ride, etc.
