Engine/Transmission (1998.5 - 2002) Cold Idle TSB instructions

I know a while back some one posted the instructions on how to do the Cold Idle TSB instructions, and I searched for them and couldn't find them. Can someone repost those instructions, so I can take them to the dealer and have the feature turned on? My fast idle didn't come on the other morning with a low of 4F.

Cold engine idle

Based on the 1200 rpm listed in the TSB - is it safe to assume that with a manual idle increaser, 1200 rpm would be a good rpm to use for say 5 min?

With the tsb my truck will idle at 1200 rpm's until the brake or go pedal are pressed or the water temp heats up to 175* then it will idle back down to 800 rpms... Works SLICK!
