Engine/Transmission (1998.5 - 2002) cold weather no power steering

Well as the title says once the temp drops below 40 I have no power steering or brakes until the truck warms up. Now for the rest of the info. My brakes are very touchy anyway(almost throw ya through the window at low speeds and my brake light has been intermintently coming on since i bought the truck, I just cant bring myself to take it to the stealership to find out why. Once she warms up all is well. Could this be the hydroboost unit, pump or maybe just changing out the oil and adding a magnafine. (something ive been trying to get around to anyway. ) Thanks in advance for the help.
