Common rail availability

Is it true what I heard regarding the HPCRI not being sold in Calif, Mass, and Maine. I recently spoke to someone in Mass, who said they got the old style Cummins in the new bodystyle. Up until now I was under the impression these states could not get the high output but were still allowed the HPCRI standard output. Have I been misinformed or is this other person wrong.

That's not true. It's just a detuned common rail.
