I had a 97 and the Service manuals. No block drain. If my memory serves me correctly 18qts but don't trust me as I am over 65. It always bugged me you could not drain the full capacity of the system.
The capacity of my '96 is 26 quarts (according to the shop manual). I haven't tried this, but it seems to me that a lot of coolant isn't draining out because the rear of the engine is lower than the front. If you back the truck up onto some ramps you could drain out more coolant.
