While installing my TST I noticed this pipe plug in the head oozing pink stuff?

I'm assuming this is closing off a coolant passage? Can I just pull it out clean it up, and wrap it in teflon?

Absolutely correct. Pull the plug, reseal, and reinstall. Teflon tape should be fine, but I'd seriously consider using an anerobic pipe thread sealant instead (less chance of leaks, plus that's what Cummins recommends). They look to me like 3/8 NPT; if they are, Cummins says torque to 25 ft-lb. If they're 1/4 NPT, Cummins says 20 ft-lb.

This is also good advice. Do that first. Then if they still leak remove and reseal.
