Engine/Transmission (1998.5 - 2002) Cruise and the APPS

I have seen on here where several people have said that you can rule out a bad APPS by setting your cruise and seeing if the surging goes away. Why is this the case??? As I found out the other day, when my vaccum line came loose, all cruise does is use vaccum to depress the accelerator.
