My Resume/Cancel/ Accell buttons have lost their spring tension and stick in various on and off positions at will. I know I need to get new button/Buttons. What is there to this fix. Do I have to pull the steering wheel or the air bag to get to it. Thanks for you help.

Switches

Looking at 99 manual, the air bag module has to be removed then the switches are accesable on the steering wheel. You must disable the air bag deployment system by disconnecting the batteries before attempting to remove air bag. bg
 
I think you might be able to just take out 2 screws on the back of the steering wheel, the same spot as the cruise contols and the piece will lift out.
 
On my 97 there are 2 screws on the back side of the wheel that remove the cruise buttons module and a new one a year ago was about $60. 00.
 
New button is in!! Disconnected batteries, removed two screws that held airbag and then removed two screws that held switch. Reassemble. Ten minute job and a $50. 00 switch.
