2nd Gen Non-Engine/Transmission Cruise Control

I changed out the heater core as described in the TDR on my 99. The only issue I have now is the Cruise Control will come on (light indicator on the dash) but will not engage when I hit the set button. Any help or directions would be appreciated, thank you.
