Sounds like urea will be added and exhaust mods are in place for 2013.
 
Ram is going to need a zero after the "2" to keep up with the Ford and Chevy on fuel economy. 2% is hardly even measurable, much less verifiable.
 
Cummins can get fairly accurate fuel usage numbers running the engine on a dyno under known loads and environmental conditions. How that compares to usage in our trucks is a different story!
 
I think the positive is they are meeting stricter emission standards and delivering a slight fuel improvement versus less fuel mileage. For most of us, we would not see any difference, but that is a good thing under the circumstances.

Emission standards are the same, they aren't going to change any more. "Greenhouse gas reduction" (CO2) is government speak for improved fuel economy.

My son has a 2011 DMax running in the fleet of Dodges. 2011 replaced the 97 that made it to 500K miles (everything was done BUT the motor). Now have a 99,03,04. 5,05(spare) running on ERS.

The new Dmax is kicking butt in the mileage department. The 03 returns the best mileage of these dodges and the Dmax CONSISTANTLY runs 2mpg more. (uses 20L of def per 4000miles). I am impressed with the mileage even though I don't want to admit it.
 
I know lots of people that are "claiming" great mileage with the Fords... ... ... ... ... . Not me. 13 on a good day. My Dodges were always better and more reliable.

Driving on the road, it's so small, it's in the noise. In the engine test cell, it's hugely repeatable and accurate.
