Idea

It looks like it might be a turbine that drives a pump like on a concrete semi truck, but I am not sure.

Sure is strange looking. My guess is it's for a marine application.

thats a water pump for a cummins marine engine notice the air bleed valve at the bottom of the picture and also ti use's a water filter to filter out contaniment's
