My '01 operators manual says 1/4" below the fill plug on the front and 1/4"-3/4" below the fill plug on the rear. I always fill to the bottom of the plug on any gear box with fill/level plug.
The fill hole on the front of my 98 has a 1/2" flat spot just below the fill hole which is hard to see but you can feel it with your finger. If you fill it up to the plug threads it will sling the oil past both the front axle seals and down the axle tube and drip out, making a nice smelly mess. It will do this until the level of the oil is at the correct level. Don't ask me how I know this.
