Get your fingernails in behind it and pull gently. When it comes out where you're pulling, move your pull around. You will need to disconnect the wiring to the lighter, tilt the wheel all the way down, and put the shifter all the way down.
 
Is this not the truck in your signature?

On my '95 I had to remove the cup holder and the ash tray. My '98 just pops off.

I think mine has the screw I can see one and she aint coming off something's holding it

Where is it not wanting to come off? My 2001.5 pops off without much trouble of course it has been off and on a few times over the years. Stereo, wiring for Sat radio input, etc.

You have the panel below the steering wheel off, right?

my 98 was one of the early model 24 valves. I even have the pull out style headlight switch and power port in the upper right side built into the bezel. When I needed to pull mine off, I started around the ash tray area and pulled straight out and worked my way around. Of course it cracked and I ended up buying the overlay Genos sells.
 
Yes the truck on my sig . Mine has a pull out light switch every 98 24, valve I've had has the pullout switch when did they change . It will start coming off the far corner but you can you tell something is holding it I can see a screw buy the power port. When did they change from the garage door power port cover .
