The changes in the engines were in response to EPA rule changes. The VE pump used in the 1st gen 12 valves worked ok, but it failed the EPA requirements so in '94 the P7100 pump was used. When the EPA requirement got even stiffer, the 24 valve head and the electronically controlled VP44 pump was used. Basically the P7100 pump delivers more fuel early in the stroke than the VE pump so it burns more completely. The other engine changes were to make the different pumps work as clean as possible.
