It is in your ecm, but it needs to be turned on at the dealer. The ecm should not need to be reflashed. Somewhere around here is step by step instructions on how to enable it. This cannot be done with a laptop, as far as I know. It needs to be done with the DRBIII tool the dealer has. It is covered under warranty (engine warranty) so you should not have to pay anything.
 
There was a TSB on this, if you search TSB and high idle, you should be able to print out the TSB, and take it with you, because most of the time they are clueless. Also, ask when their Cummins "familiar" tech is in, that was the only person I had luck with.

Be advised that you might get charged for it if you have an ETH. My dealer was nice and did it for free!

This TSB applies to ALL 24 valves

Cold idle engine warming.

This bulletin involves selectively erasing and reprogramming the Engine Control Module with new software. This bulletin applies to all Ram trucks built after December 17, 1997 equipped with the 24-valve 5. 9L Cummins diesel engine.

I had this TSB done on Tuesday (Jan 20) and was able to use it the next morning. This morning (Jan 22) it was in the single digits for temperature and the 3 cylender feature kicked in and scared me a little at first. I went back in and took a quick shower (10 min) and came back out to the temp guage at the first mark, and putting out some heat. Be very friendly to the service manager if you have the ETH, because they don't have to pay for it if they don't want to.

Guys on the Diesel Truck Resource site claim that one can turn on high idle without 3 cylinder feature. Anyone here know about that. I do not believe that is true. My high idle would not work until they enable 3 cylinder on a second visit to another dealer a year and a half later. Snoking

I have had the 3 cylinder kick in a couple times. It has to be real cold, and the truck has to be sitting in the cold for extended periods.

I watched the tech at DC, and the options were separate on the controller, you could activate high idle without the 3 cyl, but not the other way around.

I dont know if I am sold on the 3 cylinder shut down. It does work, and it does raise egts and warm the engine. I think I just like using my brake better.
