Does oil pan have clear coat on it?

I search the forums and found nothing on this. This AM I sprayed a degreaser on my oil pan and transmission bell housing to find where I have a leak. When I hosed off the oil pan, it looked like paint was pealing off but when I picked a piece up it was clear. Looked like thick serran wrap. Was this clear coat coming off or had something melted to my pan?
 
Yeah,mine peeled awhile back. I cleaned it up with solvent and roughed it up some. Then blasted it with multiple coats of Rustoleum black. That was a year ago and everything's fine so far.
 
Almost all aluminum castings are sealed with what is called vacuum impregnation... this is a process to put the casting under a chemical like super glue... . once its submerged in a chamber a vacuum is drawn from the chamber and the air in the pores is drawn out and when the pressure is allowed back into the vessel its forces the chemical into the pours. . once the casting is removed from this chemical bath it is set by either UV light or heat and than the outer layer is washed... Water pumps, housings, aluminum wheels, oil pumps, are all items that are sealed with this process... Later they might coat the exterior of the casting to prevent other chemical attacks from road chemicals etc... but this outer chemical coating is for cosmetic appearances only...
 
Cummins was spraying clear coat on engines as part of the painting process at CMEP in 2003; however, I don't know if they still do.
