Engine/Transmission (1998.5 - 2002) Does this AD in the new TDR Mag fix the fuel problem?

OK - on page 102 of the new TDR - The FASS Fuel system - will this solve the fuel problem and let the lift pump live so it can pick up social security????BTW - the address -- email address removed -- - I can't make it work.....
