On my 1999, there's a procedure in the owner's manual. Something about turning the key on-off 4 times and then hitting the lock button.

( Electronics Engineer Please)

Have 99 Dog Diesel 235 hp. Cummins specs for the APPS off idle validation contact resistance is <125 ohms and mimimum open circuit of 100k ohms. Have measured off idle validation on 7 NEW APPS and found they measure between 2K500 to 3. 65 meg ohms.

{ question } my suspicion is that the off idle validation turns on a transistor or a pair of, with contact resistance this high would this allow them to work properly?:D

Your help is much needed Thank You

From my 99 manual:

1. close all doors

2. place the key in the ignition and cycle the key from the off position to the on position for a total of four times ending in the on position, do not start the engine.

3. press the drivers side power lock switch to lock the doors within 30 seconds

4. you will hear a single chime when programming is complete

5. to enable the feature again follow the above steps

I have done this twice and it worked both times.
