I have a 2003 ho ctd and on page 293 of the manual , it shows a diagram of how to drain the fuel filter.



Can anyone tell me do I pull the yellow handle out and turn it to the right or just pull it straight out wthout turning it to drain the water?

Yes, you just turn the yellow lever toward the drivers side of the truck. It rotates horizontally. It should start dripping to the ground.

Get a 2 liter drink bottle to slip the drain hose into, and you can reach up from the bottom to pull the yellow lever. No mess on driveway, and you can check contents for any water. :D
 
... and change your filter once a year (at least). Get your filters at your local Cummins dealer or at Geno's, your Dodge dealer will charge you four times more. Dan
