Draining Prime-loc

I have a recently acquired '95 2500 with a Prime-loc. When I try to drain the fuel filter, virtually nothing comes out unless the engine is running (locking prime, eh?). The manual says not to have engine running when draining. What's the best process? Also, does it matter if the engine is cold or hot?

It takes as long as 15 seconds for fuel or water to start to drain out of the bottom of the filter. If it takes longer replace filter and check that valve is not blocked. This valve is the same valve that comes on the stock trucks fuel filter.

Okay. I held the valve open for more than 30 sec. , and all I got was a little dribble. The filter is less than 1000 mi. old, and when I started the engine and then opened the valve, I got it to drain (quickly!) and the fuel was clear.

I guess the bottom line is...

Is it okay to drain while the engine is on?
