I have a 2004. 5 3500 that I have a few electrical problems with.

First, the lower right hand rear brake light doesn't work but, the bulb does work for the driving lights. It is the same bulb.

Second, the A/C doesn't blow at all if I lower the steering wheel. There is a wiring harness/plug on the left side under the steering wheel. If I push the wires around, I can get the A/C to blow. Any suggestions?

A/c is most likely a connector. Check all for solid connections. The bulb you described usually has to filaments in it. The brake light one could be burned out and the other not. The brake lights are brighter than the tailights so I would assume it has two filaments. Change the bulb it might fix the problem.
 
My truck was hit in the rear passenger side and after the repair my lite seemed to work intermittently, it turns out there is a module on the tail light assy. , and it was the problem. (the bulb would work in another socket) It only cost about $30. 00 and was a 15 minute job.
