Engine/Transmission (1998.5 - 2002) Bent valve?

I'm a 1st gen guy but my friend has a 2nd gen he thinks may have a problem. On his truck (a 1998 CTD, I believe a 12 valve but not 100% sure, with approx 50,000 miles) there is a "catch can" under the blow-by tube. The can fills up frequently, too frequently to be considered normal in my opinion, it fills up after a couple of thousand miles if he takes a long trip. It runs fine, normal power, milage etc. How much oil normally accumulates in the can on other 2nd gen trucks? Is his blow-by normal?
 
I would think filling up, presumably to the first set of holes, every few thousand miles is excessive. Makes me wonder what kind of shape the radiator is in.
 
Maybe the vacuum system has a leak or there is a problem with the vacuum pump, causing too much air circulation through the crankcase. The pump vents into the crankcase and I heard this can cause excessive blowby & oil consumption. No real sure how you'd check it though.
