2nd Gen Non-Engine/Transmission Exhaust

When I removed my muffler last night I noticed that the pipe goes from 4in to 3in and back again. Just for curiosity why does it change sizes like this? Was this done to try and make it quieter?

it means to take off the resonator while you're at it!!! the straighter, the greater!!!
