Were you under the dash recently? The main wire harness under the dash (the one with a 10mm bolt going through it) had worked it's way loose and I had the fast blinkers, no CC, no wipers, etc. You may see if harness needs tightened.
 
Sounds like you have a short in the system. The fast blinker is indicitave of high current draw. Check the trailer wiring harness. You can also remove bulbs one at a time to see if there is a change. While the rear light assembly is out carefully inspect loom for worn or chaffed wires.

I had the same problem and kept losing bulbs and fuses and than i found someone had wired in a trailer plug like for a boat trailer, on the right side of the hitch and it was tucked up behind the bumper and grounding out on the frame . I bought a cheap rubber cover for it and havent lost a fuse or bulb for 5 months .

Fast blinkers are often indicative of an electrical problem in the brake/turn/parking light system. My truck ('96) had this issue, with all lights working. The turn signals were fast (both sides) but the hazard lights blinked at the normal rate; that indicated a failed blinker module. I replaced the module (left end of the dash board) & the problem disappeared; ~$3. 50 at the auto parts store.
 
I blew some fuses under the hood for lights before when I had my boat trailer hooked up. Turns out I had the wrong bulbs in my boat trailer tail lights.
