According to that article the exemption you and the author of the original article like to blame on Bush has actually existed since 2000. Hmmm that would be Klinton’s watch. As noted in this excerpt.
Well, such a report was released by the Senate. However, the president that signed the law in question was William Jefferson Clinton, and the company that strongly lobbied for its passage was Enron.

The only people I distrust as much as politicians are members of the media. No matter what they say about being impartial they all put their own slant on a story. So take them all with a grain of salt.
