fog lamp out on passenger side

Only my passenger side driving light/fog lamp in the bumper has decided to go out. The indicator in the headlight switch comes on fine and the driver side bulb lights up fine. I tried replacing the bulb, checked the fuse and relay. I am going to swap the relay next for another just to double check. My initial relay check I just turned on the fog lamps causing the driver side bulb to come on. When I pulled the relay it went off. ANy ideas? I keep getting a "lamp out" indicator on the dash and the alarm tone to go with it.
