Fog lamp power

My fog lamps will not turn on. Check to see if they are getting power, and found voltage on both leads. I suppecte this not normal... could it be a bad switch?

its more than a switch, the FWD body computer actually controls the lights. the switch just tells the computer that you want the lights to be on. Good luck
