2nd Gen Non-Engine/Transmission fog lamp q...

my bro just bought a 99 2500 24v and the fog lamps dont work. u can hear the realy in the control box under the hood work when u turn the fogs on and the light on the switch comes on, but the bulbs dont. i tryed pulling the wires on the back of the headlamp switch and crossing them over and still nothing. the fuse seems ok too. is there something im missing? bulbs look good, but havent tested.

make sure the hi-beams are not on while you are testing it, hi-beams will turn the fog's off, run a test light on the plug at the bulb you can also pull the relay and jumper it so the fogs will work with the hi-beams
