Front bumper question

The front bumper "outer skin" on my '03 Ram 3500 has been damaged in a parking lot. I would like to repair it or replace it but I'm not quite sure how to replace what appears to be a plastic "covering" that is painted Bright Silver and partially covered with a clear plastic coating. Can someone explain how this painted covering can be repaired or removed/replaced? Thanks! :-laf

Is it a Sport model? Mine was and when my bumper skin got a hole in it I was told it couldn't be fixed and the new skin was $640 PLUS painting PLUS labor. I replaced it with a Ranch Hand instead.
