Front wheel spacer?

I took the front wheels off to do the brakes the other day and noticed that there was a 1/4 inch spacer on the passenger side rotor where the wheel mates to the rotor. There wasn't one on the driver side. Is it missing? What's the spacer for?
 
The spacer is so when you put your brakes on the truck doesn't pull. Dodge had a problem with there trucks pulling left or right and they use the spacer to correct it.

The spacer is used to move the tire and wheel outwards to give it more leverage when braking. If the vehicle pulls left when braking you put it on the right side and if it pulls right you put it on the left side. Sometimes the Dodges pull one way or the other for short periods of times. Nobobdy knows why and it is pretty crazy to fix a brake problem with a wheel spacer.

Sounds like a big Band-aid to me, but I'll try switching it and see if the brake pull goes away. I've already tried lubing up the caliper slides, and that helped, but this just might do the trick.
