Engine/Transmission (1998.5 - 2002) Fuel filter canister?

I have a 99 mod and the filter canister is just fine easy on /off and has ports on top for bleed or gages and is easy to clean . Why then did DC or Cummins change to the plastic top hard to clean and no bleed ports ? could be the Bean counters (corp motto Cheaper is better for the masses. The 2000 models were the first to have the plastic caps. I like it.
