Trouble shifting into first/reverse

I have a 04 Ford F650 with cummins ISB,I tried to change the fuel filter this last weekend but the fuel heater on top of the filter wanted to turn with the filter. Is there a special wrench needed to change the filter to hold the heater from moving?

Sounds like a different set up than our Dodges run. We unscrew the top of the filter housing and lift out the filter element (after draining the fuel of course).

Is your filter a canister type or is it open element like ours?

filter canister type spin on. Parts picture shows o ring between block and heater then filter spins on. Heater is a plastic or backelite product and starts to turn with filter. Has a plug connector on heater so if it spins around will hit block. Afraid to break is if put to much pressure on it. May have to go visit local large truck repai shop for pointer, or have them do it.
