I am so confused. I purchased a electric guage from Dakota Digital and even there tech support person doesn't know where to install the sender. So were is the right place. I have searched and found top of the fuel filter, bottom of the filter, I'm now confused. Whom is right? I have a 99'.

The confusion is stemming from various updates made to the fuel filter from 98. 5-02. On my '02, the only place to tap in is under the filter, or at the VP where there is a schrader valve. Someone else will chime in about the specifics to the '99, but there is a fitting on the top of the fuel filter to add a snubber and and attach the sending unit.
 
Sending unit

I also have a 99. Install the sending unit on the top of the fuel filter canister by removing the plug closest to the radiator. (the front plug for post filter readings)

As stated previously, add a snubber (install your fitting in the plug opening, add a short piece of fuel line, and then attach a homebrew bracket to the firewall so you can isolate the sending unit from the engine vibration. I didn't at first install the snubber & had erratic guage readings. The snubber solved this problem.

I just installed a fuel pressure guage on top of my filter. Worked fine for a couple of days now I am getting erratic guage readings. I thought my booster pump was bad, ordered a FASS. Maybe I don't have a bad pump, just a vibrating engine. I am going to installl the FASS anyway. Can you give me details on what a snubber is and how to install it. I would certainly appreciate it.

The idea behind the guage or warning light is to alert the driver to low fuel pressure after the LP and the fuel filter, so be sure to mount the fitting on the outlet side of the fuel filter, this being the line that goes to the VP44. You now will be aware if the LP is failing or your fuel filter is in need of attention. The Service Manual is very specific as to fuel pressure drop max and minimums across the filter unit(in/out). Tom
 
Snubber Hose Bracket

Snubber Hose Bracket made for some sheet metal. Old automotive bracket from a transmission cooler. Nothing special.
