Engine/Transmission (1998.5 - 2002) Fuel heater relay and fuse removal.

I have a FASS on my truck and have removed the stock filter canister and heater. I want to removed either the fuse or relay for the fuel heater to avoid a short if water gets in the plug. Does it matter or is one better then the other to remove to keep voltage from going to the plug?
