28. 8 is very hard to believe so I'm with you there! Your 99 should have a 180 in it as the 190 came along later. Cummins says my 99 calls for a 180, I'll take their word on it besides, I like being able to tow 10k+ running a max of 190 degrees. Just me personally but I'd rather keep the fan from kicking in as much as possible to limit the amount of hp thrown away.
