Looking for the pin or the screw?

The fuel pin is under the top cap and will also find a star wheel there to adjust.

The fuel screw is on the side of the pump.
 
Ok we need a little more info on this issue, do have throttle response ? Is it smokeing, what color is the smoke, Is it making any sounds that sound like high presser air leaks, how are you keeping the waste gate closed ?
 
I haven't been back on the truck yet what I can tell you it smokes like a pig fuel screw is turned most all the way in then back one turn also I didn't do it but they ground the fuel pin it will go from 0 boost to about 25 at wot I'm thinking it should be more since the stock turbo in my 92 would make 20. Also we adapted a gen 3 manifold to the engine and did some home style porting to make the ports round to square
 
You need to remember that a diesel is an air pump - air in (add Fuel) air out as in exhaust. It would seem to me that with an '89 with no intercooler you need to balance the above formula. You seem to have more fuel than air thus the smoke. You can play with the star wheel to help reduce the smoke. I have played with my '93 for 20 years and when I make a change in one area I have to adjust in other areas. Right now I've got a good setup but after 20 years I darn well should have. It breaths very well in and out but boost is down because it breaths a little too well. I can generate smoke when and if I want to. I usually do not smoke unless I want to or need to - think (education). You might want to let it breath a little better. Open up the air filter as a first step.

I read an article in Diesel Power that rated various turbos and the HE351 worked quite well in the lower RPMs but fell on its face in the upper RPMs. I have been searching for a turbo to replace my hybrid PDRHX35 to move more air.

Bob is right you do need to open up the air system more, but some thing else is still not right with your turbo I have a HE351 on my 93 intercooled truck im running the factory air box, and exhaust manifold and I can spin up 39psi of boost all the way to 3200 rpm and my fuel screw is no were near that far in, so again I go back to the waste gate how are they keeping it shut, if its leaking that will cause your issues.
 
How did you plumb around the WG controller on the HE351? Sounds like you have full boost to the actuator and that will limit out around 25 psi.
 
On mine I welded the gate shut I have 60psi valve springs so im not worried about over boost.

Keep it under 40 psi and you should be good to go. Rather than lock the WG shut put a boost elbow in the stock boost reference line to set your max boost.
 
I would agree that 40 psi should be fine. I ran mine at about 36 and never broke anything. Just make sure the engine is warmed up (say 130 F or so) before you hammer it. A lot of pressure inside cold metal isn't good.
 
You should not have any problems with over boost, like I said I can get 39 out of mine but only at WOT under normal conditions it runs around 15 to 20
 
Thanks for all the replies guys forgot to add we have an intercooler on the truck got the wastegate closed and wow does she run now also this is a transplant engine in a01 ford f350 4 door long bed
