Engine/Transmission (1998.5 - 2002) Fuel Pressure Drop Across Fuel Filter

Yesterday driving to work my FP was running around 13psi, when I got to work I looked at the mechanical gauge I have under the hood, 18psi pre-filter. Ok so the fuel filter is clogging up, I replace it and still the same pressures. What would cause the the post fuel filter pressure to drop like that?

swap the mechanical gauge to the post side and see if you get the same readings.

Found the problem. diaphragm in the gauge isolator is leaking.
