It is sucking air into the system. If you did not use the marine grade hose on the PITA fuel line replacement, then I would venture to guess that is your problem.

the pita line was on the return side thouh and it just leaked last time which its not now so i dont think its that line but im pretty sure its sucking air question is where
 
Fuel lines do NOT have to leak, drip, etc diesel fuel to suck air. Again, if you did not use marine grade fuel hose you were wasting your time because they will leak, crack, etc. and suck air. Been there done that.

If you really want to eliminate that possibility, just replace them all with marine grade fuel line.
