After hearing of the problems I have had with a lift pump recently my buddy wanted to check his. He has a '98. 5 24v so we put a pressure gauge on top of the inlet & outlet ports and got no fuel pressure. I had him bump the starter to hear if the pump is working and I heard nothing.

Question I have is does a 98. 5 cycle the pump for 20-30 seconds like my '01 does if you just "bump" the starter? Also will a truck run down the highway with a dead lift pump? I know my truck will idle OK with zero psi but I never drove it at zero but I know he has been driving for a while with a low power problem at times.

Bumping the starter should operate his lift pump.

Yes, they will go down the road with a bad lift pump, but usually not for long. The injector pump will pull fuel to a certain extent.
