The snubber isn't doing it's job. They come with several different passageway sizes, yours must be too large. Just install a needle valve and crank it open till the gauge barely starts reading, there will be no buzz. Your gauge might not be reading right if it's buzzing also.

Well I ended up putting a valve in and a needle valve and a new guage now it shows 24lbs at idle 30 when going down the road... ... does this sound right?
