Engine/Transmission (1998.5 - 2002) Fuel system issue

I have put a 2002 cummins in a New Holland bale wagon. I have not been able to get it to start. Long long story. I think my problem lies with the shut off valve. The power to the VP44 is not the same as a 98 truck I have. Does anyone know anything about this function?
